Senator Kearney Announces Nearly $4.9 Million in CFA Grants Awarded to Support Projects in Delco

December 18, 2025 – DELAWARE COUNTY, PA – State Senator Tim Kearney (D-Delaware) today announced a total of $4,896,831 in state funding awarded to 18 projects across Delaware County through the Commonwealth Financing Authority (CFA).

The funding was awarded through two Pennsylvania statewide grant programs administered by the CFA. More than $4.5 million will support 16 projects through the Local Share Account (LSA) – Statewide grant program, while an additional $330,000 was awarded through the Greenways, Trails, and Recreation Program (GTRP)/ACT 13 to support projects in Media Borough and Upper Darby Township.

“This funding represents a significant investment in communities throughout my district and will support projects that strengthen infrastructure and improve quality of life,” said Senator Kearney. “By receiving this funding, we are able to bring meaningful resources directly to our communities. These projects reflect real local priorities and will have a lasting impact across Delaware County.”  

Securing funding for these projects was a collaborative effort that began with municipalities and organizations identifying local needs and submitting applications, followed by coordinated advocacy from several state representatives who represent Delaware County. 

“I’m particularly grateful for my partnerships with my Delaware County House Legislative Delegation colleagues.  The advocacy efforts of Representatives Borowski, Boyd, Curry, Delloso and O’Mara, were all integral in helping to ensure this funding made its way to Delaware County communities,” added Senator Kearney. 

Awardees in the 26th District & brief descriptions of the projects are below:

LSA – STATEWIDE:

  • Central Delaware County Authority was awarded $250,000 to rehabilitate sanitary sewer systems in Morton Borough.
  • Darby Creek Joint Authority was awarded $450,000 for the Darby Creek Sanitary Sewer Interceptor Improvement Project.
  • East Lansdowne Borough was awarded $350,000 for the acquisition and renovations to a police station located in E. Lansdowne.
  • East Lansdowne Borough was awarded $167,512 for construction of ADA-compliant ramps along Emerson Avenue.
  • East Lansdowne Borough was awarded $122,000 for the purchase of two police patrol vehicles.
  • Lansdowne Borough was awarded $50,000 to support the Lansdowne CBD Streetscape Plan.
  • Media Borough was awarded $375,000 for the purchase of an ambulance.
  • Media Borough was awarded $141,000 for the construction of pedestrian enhancements.
  • Newtown Township Municipal Authority was awarded $686,850 to replace sanitary sewer systems in Newtown Township. 
  • Prospect Park Borough was awarded $450,000 to purchase a fire apparatus for the Prospect Park Fire company.
  • Ridley Park Borough was awarded $700,000 for repairs and renovations to Ridley Park Library.
  • Swarthmore Borough was awarded $300,000 to make safety improvements and streetscape improvements to Myers Avenue.
  • Upper Darby Township was awarded $200,000 to create a public space on Garrett Road.
  • Upper Providence Township was awarded $32,252 to help purchase speed traffic calming and enforcement equipment.
  • Delaware County was awarded $224,274 to purchase AWARE stream/flood monitors for establishing a County-wide flood warning network.
  • Delaware County Economic Development Corporation was awarded $67,943 for the purchase of a delivery vehicle for Teachers’ Teammates, Inc.

Greenways, Trails, and Recreation Program (GTRP)/ACT13:

  • Media Borough was awarded $80,000 for the Barrall Field and Tennis Courts project.
  • Upper Darby Township was awarded $250,000 for the Upper Darby Township Creek & Upper Pedestrian Bridge project.

Additional Information:

LSA – Statewide grants support projects in the public interest within the commonwealth; GTRP/ACT 13 allocates funds to the CFA for planning, acquisition, development, rehabilitation and repair of greenways, recreational trails, open space, parks and beautification projects.
