$4 Million Public Investment Begins Rebuilding Emergency Care in Delaware County After Private Equity’s Decisions Led to the Collapse of the Crozer Health System

DELAWARE COUNTY, PA – July 17, 2026 – Members of the Delaware County Delegation announced today that $4 million in Redevelopment Assistance Capital Program (RACP) grant funding has been awarded to Main Line Health to support the expansion of its emergency care capacity, a critical step toward stabilizing emergency care access in Delaware County.

Main Line Health — including Riddle Hospital, Paoli Hospital, Lankenau Medical Center, and Bryn Mawr Hospital — has absorbed a significant and unsustainable surge in emergency department volume after the collapse of Crozer Health.

“This $4 million investment is an important next step in rebuilding the robust emergency-care network Delaware County lost when Prospect Medical Holdings — a private-equity company whose business model prioritized profit over care — dismantled Crozer Health’s emergency departments and left many of our residents without the services they depended on,” Senator Tim Kearney (D-26) said. “This investment allows Main Line Health to restore — and strengthen — the lifesaving care residents rely on when every minute matters.”

Since Crozer’s collapse, Main Line Health’s hospitals — along with Mercy Fitzgerald — have stepped up to cover a far wider footprint than they were intended to serve, absorbing emergency department volume from communities that suddenly lost local access to care. This shift has forced residents and ambulances into longer drives and longer transport times, stretching these facilities thin and underscoring the strain created when private equity eliminated emergency care options across southern Delco.

“My district was hit hard by the closure of Crozer Chester, especially families in communities like Chester, Upland, Trainer, Brookhaven, Marcus Hook, and Eddystone, to name a few,” said Senator John Kane (D-9). “I’m grateful to Main Line Health — and to Mercy Fitzgerald — for stepping up when emergency care disappeared, and I’m encouraged to see this investment support an expanded emergency care facility within Main Line Health’s system. Wherever the final site is located, this expansion will improve access for families who have been left without nearby emergency care options.”

“Private equity created this crisis, and the damage they caused can’t be undone,” added Rep. Lisa Borowski (D-168). “But this $4 million public investment gives Main Line Health the footing to start rebuilding emergency care access after Prospect walked away. I drafted House Bill 1460 — the Health System Protection Act — to block private-equity firms from causing further harm to Pennsylvanians by requiring real oversight and establishing financial guardrails for our health care system. Until then, using state funds to expand existing emergency care facilities is one of the most effective ways we can save lives and help Main Line Health advance the plan to restore the care that so many families depend on.”

“Since the devastating closure of the Crozer Health system at the hands of private equity, Main Line Health has had to fill in the gaps and do more with less for thousands of patients in need,” said Senator Amanda M. Cappelletti (D-17). “This funding ensures they can continue moving forward and providing quality care for our neighbors.”

To meet the needs of patients displaced by Crozer’s collapse, the expanded facility at an as-yet determined site will feature a full‑service outpatient emergency department with treatment bays, CT scanners, general radiology rooms, an ultrasound room, an outpatient laboratory, and MRI capabilities, giving Main Line Health the diagnostic and treatment capacity needed to serve the region effectively.

“A modern emergency department with treatment bays and advanced imaging is exactly what our residents have needed since Crozer’s collapse,” said Rep. Heather Boyd (D-163). “CT scanners, radiology, and ultrasound capacity will help families get answers quickly when every minute matters.”

“Bringing MRI capabilities and an expanded diagnostic capacity to Main Line Health’s emergency care system is a major step toward restoring the emergency-care foundation our county lost,” said Rep. Gina Curry (D-164). “These upgrades will help Main Line Health respond more effectively when patients arrive in crisis.”

It will also house primary care and family medicine services, and provide specialized treatment for trauma, heart attack, stroke, and minor injuries and illnesses. Funding will support construction, state-of-the-art equipment, and the infrastructure needed to ensure patients have timely access to high-quality, efficient, and lifesaving care.

“Specialized treatment for trauma, heart attack, and stroke is essential for communities that were left without viable emergency departments,” said Rep. Carol Kazeem (D-159). “This expansion brings back critical services southern Delaware County residents have been missing for far too long.”

“Adding an outpatient lab and modern imaging capabilities will make a real difference for people who can’t wait for diagnostics,” said Rep. Jennifer O’Mara (D-165). “Main Line Health has absorbed enormous patient volume, and these improvements will help Main Line Health deliver faster, more reliable care.”

“State-of-the-art equipment and modern infrastructure are essential for delivering high-quality, efficient care,” said Rep. Leanne Krueger (D-161). “This investment ensures Main Line Health can meet the increased needs of patients displaced by the loss of Crozer’s emergency departments.”

“For many working families in my district, losing Crozer’s emergency departments meant longer drives, longer waits, and fewer real options,” said Rep. David Delloso (D‑162). “This investment helps Main Line Health expand the capacity needed to bring care closer to home and reduce the strain on residents who can’t afford delays when a medical crisis hits. Prospect Medical caused irreparable damage, both in job loss and in routine medical care. Returning emergency services is just step one.”
