DELAWARE COUNTY, PA – September 17, 2026 – State Senator Tim Kearney (D‑26) is proud to announce $4,150,378 in funding approved by the Pennsylvania Commission on Crime and Delinquency (PCCD) that includes initiatives to support public safety, victim services, and community-based programs across the Commonwealth through Federal Victims of Crime Act (VOCA) Funds.
“Survivors of violence, abuse, and exploitation deserve consistent support and a clear path toward healing,” said Senator Kearney. “These VOCA awards strengthen the network of advocates, counselors, and legal professionals who help children, families, and older adults in crisis every day. I’m grateful for the organizations doing this work and proud to see these resources directed to communities across Delaware County.”
Many of these programs also serve neighboring counties, ensuring that victims throughout our region have access to the support they need. Strengthening these services is essential to building safer, more resilient communities across southeastern Pennsylvania.
PCCD approved funding allocations from Federal Victims of Crime Act (VOCA) Funds to the following agencies:
- Delaware County Victim Assistance Center — $795,493
Victims of Crime Act – Delaware County
DCVAC offers 24-hour crisis intervention, counseling, hospital and police accompaniment, court support, and services for victims of sexual assault and other serious crimes. This funding supports victim services programming for individuals impacted by crime in Delaware County. - Domestic Abuse Project of Delaware County, Inc. — $431,870
Services for Victims of Domestic Violence
DAP provides a 24/7 hotline, emergency safe shelter, counseling, legal advocacy, and support for victims of domestic violence and their children. This award supports core domestic violence services in Delaware County. - Family Support Line of Delaware County, Inc. — $283,325
Maintaining CAC Services to Delaware County
Family Support Line offers counseling, support, and coordinated services for child victims of sexual abuse as part of Delaware County’s child advocacy response. This funding helps maintain Child Advocacy Center services. - CASA Youth Advocates, Inc. — $371,454
Advocacy for Child Victims of Abuse and Neglect
CASA Youth Advocates trains and supports court‑appointed volunteers who advocate for abused and neglected children, ensuring their needs and best interests are represented in court. This award supports advocacy for children in Delaware and Chester counties. - SeniorLAW Center — $1,773,231
Keeping Elder Victims S.A.F.E.
SeniorLAW Center provides civil legal services, elder abuse and exploitation prevention, housing assistance, and statewide legal helpline support for older Pennsylvanians. This funding supports services for elder victims across Philadelphia, Bucks, Chester, Delaware, and Montgomery counties. - Legal Aid of Southeastern Pennsylvania — $495,005
Increasing Safety for Domestic Abuse Victims
Legal Aid of Southeastern Pennsylvania provides free civil legal services to low‑income residents, including help with family law, housing, consumer issues, and protection from abuse matters. This award supports their work assisting domestic abuse survivors across Bucks, Montgomery, Delaware, and Chester counties.
These investments — totaling over $4.1M — strengthen the county’s network of victim-service providers by expanding legal assistance, crisis counseling, child advocacy, and elder-abuse prevention. They reinforce the capacity of organizations that support families in crisis and help ensure victims across the region have access to reliable, trauma-informed services. This work remains essential to improving public safety and community stability.
